Well first thing is make sure the screw on top is all the way out because sometimes they screw back in on ya. Mine did it. Then if you go down the cable a little bit there is 2 silver twist screw thingies with a nut between them. My 250 doesn't have the nut. They forgot it. Then just screw them apart as far as they will go and still be on the thread. Then do the lock nut up tight. I got an extra 10km/h out of my 250 by doing this because it just tightens the cable to open the carbie more. I guess this is what your talking bout. Hope it helps. Smile

If those ideas don't work it could be electronic.
If the CDI has 6 or more wires going to it, one could be a rev limiter.
On the Honda TRX90 it is the pink wire.
This only operates the rev limiter in 4th gear.
Disconnect it and it just like every other gear.

If you have two wiring looms coming out of the motor.
The rear most one (above the sprocket) has the neutral light switch wire and othe gear position wires.
That is where the 4th gear signal comes from.
I have earthed all of these wires together before to create a start in any gear scenario.

it is amazing how many differences and 'similarities' some of these chinese engines have.

good luck.

Take the top cap off the carby. Sometimes there is a cylinder shaped brass spacer around the spring which stops the slide going all the way up and this stops you getting full throttle.

Even with the throttle limit thing on my 110 screwed all the way out it has never been on the rev limiter. Dunno if it even has one lol.

if it's a chinese 110, do whatever you can to let it breathe
the exhaust system may look big externally but take the header pipe off and see if the pipe is restricted internally. in a lot of cases, the ports in the head are significantly bigger than the internal dia of the pipe. similar for intake port and carby size too.
