Got a UPV for Stockton last year no problem,fronted up to the RTA today and the fat cow behind the desk informs me no more UPV for Stockton I don`t believe her so she shows me the computer sreen and it reads NO UPV allowed at Stockton Mad

You need to read Losty Down Under's regular updates. His latest one was posted on MARCH THE 11TH FOR ALL TO READ

Below is from his latest post on this matter

"An update on the permits & rego required for Stockton.
From NPWS 11/03/08.

"Our (NPWS) understanding from the RTA is that they are no longer issueing UVP’s (Unregistered Vehicle Permits) for the use of the Stockton – Worimi Conservation Lands RVA. This was purely a loophole, anomaly that many quad / conditionally registerable vehicle owners were trying to utilise to get around the legislation and cost issues of following the appropriate route and gaining conditional registration which included both Third party property insurance and issueing of, and requirement to display registration plates.



My understanding of the RTA UVP system was to cater for persons who had a vehicle that was unregistered and they could gain a UVP which would make it legal to drive / ride it directly by the shortest possible route to an authorised inspection station or RTA with the intention of having the vehicle inspected etc to get it registered, not ride or drive it on Stockton Beach RVA. ( similar to a ‘Trade Plate’ for private owners). Whilst it is my understanding the UVP has a small Third Party Property component attached to it, there is no requirement to display registration plates, therefore it is not an appropriate avenue for the use of the RVA..



As for the issues around interstate recreational vehicle registrations and their recognition in NSW and in particular at Worimi Conservation Lands, there are a few issues that have become apparent in our investigations with the RTA.



Our understanding with Queensland for example is that there is no Third Party Property Insurance requirement attached to their Recreational Vehicle registration system.



It is therefore our (NPWS) understanding that these can therefore not be recognised as being legal within the Worimi Conservation Lands – Stockton RVA as there is no way of ensuring that they have appropriate Third Party Property insurance in place.



We are still consulting with RTA over this and the situation with other states and territories and when we have final resolution I will let you know.



I suppose I come back to the basic issues and requirement from NPWS perspective is that all user of the Worimi Conservation Lands need to be legal. This includes an appropriately registered vehicle be it road registered or conditionally registered (permitted in RVA only), displaying registration plates and label appropriately and carrying current and appropriate Third Party Property insurance.



Many users I have spoken to down the dunes and beach this summer can not understand our stance on registration plates and labels. I have been very open and up front about this, in that it is our primary and intitial way of determining whether a bike / vehicle is registered therefore having appropriate insurance coverage, as well as it is very much an enforcement tool in ensuring appropriate behaviour from users as their details can be easily recorded, reported and checked for follow up action and enforcement if required if they choose to do the wrong thing.



I paint the analogy that the police would not tolerate a vehicle being driven around our streets that did not display its registration plates appropriately for obvious reasons, in that it is therefore virtually immune and untraceable in the event of a driver not following the road rules or undertaking other illegal activities. When I explain this they seem to then understand.



In short if people do the right thing they have nothing to worry about, if they want to break the rules and are looking for ways to try and get around the system and minimise there chances of getting caught by not displaying plates etc then they are going to run into problems with us.



As for the Third Party Property insurance issues it is our ‘Duty of Care’ responsibilities as land managers that require us to ensure that users of the Lands have this in place to protect the rights and interests of other users in the event of an accident or mishap that may involve them.



Therefore our stance on appropriately registered vehicles displaying registration plates and labels will always be firm and that UVP’s are therefore not an appropriate or legal avenue for use of the WCL’s RVA.



In addition to this the requirement to hold and display a current Worimi Conservation Lands Beach Vehicle or Recreational Vehicle Area Permit and abide by the RVA boundaries and Conservation Lands Conditions of use and Regulations. (40km/h speed limit, no riding on vegetation or shell accumulations etc). "

what a load of croc sh-t

in a nut shell and in laymans terminology.

the government dont want to give it to you cause it means that they will have bucket loads of paper work to do, on an average it takes atleast 15 minutes for them ladies to work out the nessessary paper required to use for the job.
secondly..... if the government wont recognise that the (wlc)has new laws which turns their people into traffic cops on sand, then they wont play aswell,

it really does,nt matter which way ya arse points to the ground cause its gonna get kicked either way if you do anything wrong.

with the cost of riding atv,s on stockton its no wonder that I,M selling my bike. its a total scam that the ordinary worker like me just cannot afford, and its not getting any cheaper.

its fine fore all you blokes that have big money jobs and dont have to worry about the next buck, i,m talking about me now , not everyone else, i have 4 kids a mediocore job with a below average wage and for a day out riding it costs a weeks groceries , long gone has the time went people like myself could afford a hobby and enjoy it .

thats my two bobs worth, you,ll notice that my quad is also on there fore sale

Nice work oldroder well explained.
Sorry to here your getting out rick seems the atv community could have done a lot more good with your imput.
Its almost like you have to leave the kids at home and go riding by yourself.
Its is a wonder anyone hots up there wheels these days ,40 to 50 hp and 10" suspension straight outa the box.
With initial cost, fuel and interest rates rises monthly rta and greenslip.
My brother goes surfing every morning before work and it cost him $600 for a new surfboard and wet suit every couple of years....seems we all chose an expensive habbit(hobby)...

i have raced go karts , speedway and also dabbled in street registered drag cars and now quads ......... no motor sport is cheap regardless

its something we have to accept i myself Rick know where ya coming from my job isnt highest paid either it has taken me 6 years of riding quads to even by a brand new quad and even then was last year run outs

what is stockton rego cost a year ?

i know a ma licence is $270 to $280 a year then fuel and to enter each race meeting at club level is $30 a meeting each rider and for series rounds is $60 a entery thats without title events or 2 day opens

good luck with whatever sport/.hobby you take up next and hopefully ya may come back into quads sooner later then never

My view on it is that there is more money in it for the pricks to go the conditional rego way. UVP are perfect for someone that only visits a day or two a year,the permit comes with insurance (the only important factor) who needs plates? UPV`s are issued with a sticker.
The whole thing is a joke anyway as 90% of the vehicles getting around with conditional rego DO NOT comply and could not comply, the owner signs a false (and illegal) declaration. When the "profanity removed" hits the fan and a some wants to claim insurance do you think the insurance company will cover a unroadworthy vehicle like a quad or worst still a trike?.
Correct me if I`m wrong but a compliant vehicle (at all times) has to have lights,taillight, blinkers,mirrors and horn,hands up anyone with conditional rego that have these fitted.

You have signed a form to say you comply with there standards ,like you said what happens when there is trouble they (insurance) will have a loop hole to get off..

Thats right,whats the use of forking out $400 + on a non compliant vehicle rego when your not going to be covered in the event of a incident. Its like buying all the riding gear and not wearing your helmet.

I agree We all should try and pay up and do the right thing,If nobody pays and the national parks officers crack the shits ,and get tired of policeing people with no interest of rego ,they will close it sooner than later..
