There is a story in The Sun Herald today about age limits for quads. According to a genius named Professor Cass, quads do not have shock absorbing springs so all impact has to be absorbed by the tyres. " If you go over a rock or the root of a tree, then the tyre will almost flatten to the rim of the wheel, then, as it comes off, it will rebound with a kick"
Talk about misinformed.

| I would have thought not wearing a helmet would have been an offence? |

Offensive perhaps to you and me.
But if it is not law, than it is not broken. _________________ Remember. We elect politicians, but we have to deal with bureaucracy.

(A)Quads are not classified as motorcycles. They are actually classified as a Quad. And, because they have four wheels, they are a sub category of cars. Therefore, common sense, regarding quad bikes, is not legislated.
(B)The only legislation regarding quads being used on public roads, or property, is the basic "All vehicles must have a valid form of registration. All vehicles must be insured. All riders/drivers must be licensed." Public roads/property is a much larger definition than most people comprehend.
This is Federal Legislation, which the states and territories basically align themselves with.
(C) The policies to support legislation and objectives, vary from state to to state, and territory. POLICY is NOT LEGISLATION. Most leave the use of PPE to the authorising authority. e.g Police, Council or Forestry.
(4) Private property, whether being used at the time as a private property, or business (e.g. farm.) is a very grey area. If it's being USED at the time as a workplace, there is a range of WHS policy and legislation, again State or Territory jurisdiction.
So, in the case of the farm visitor who doubles their kids on a borrowed quad and runs over one........we have another statistic.
You can't legislate against stupidity, but don't let the facts get in the way of a malicious story.
To be noted that in the case of death occurring, protocol is to not immediately charge surviving victims. That may come later, through insurance, private claims or as a result of recommendations from a Coronial Inquest. But normally no charges.
It should also be noted that while nearly 80% of these incidents have occurred on the likes of farms, over 80% of that 80% were not farming or working at the time of the accident. (about 2/3rds of these deaths were "recreational")
Farmers and quad riders are easy targets, and so get a lot of pot shots taken at them.
The people that actually understand all this are in the minority.
People who care, even less.
And I am fast approaching being in that 2nd group!
Googleperts, such as Professor Cass, Associate Professor Tony Lower, a variety of Universities, and most journalists and editors, have scant knowledge of the facts, but are happy to assert opinions and select statistics in order to get a mention and maybe some Gubberment $ to prove their case(s). _________________ Remember.
