I'm guessing the much larger population over there = louder voice but yes no reason it cant happen here.....I hope.

10 times the population means 10 times as many anti's too.
I put it down to a different society, very different system of government and more experienced market providers making it happen.

Our society, our governments ( state and federal ) and our market providers are years behind them as far as balancing the entire juggling act to make it happen. The various govts use excuses from Non ADR, the tree huggers to the insurance industry statistics to deny recreational users use, but not access to their products.
( Silly buggers don't realise the numbers or the revenue beyond GST at sale.)

The European system is loaded with engineering and rider certification.
And this is also under review atm, to make the manufacturers redesign the drive train and suspension. Remember though that well over 95% of their quad bikes ar confined to roads. Bugger all off road over there.

NZ are the closest to us in terms of the way forward. They've no less than 9 categories of rego available for quads. They cater for farmers, tourists and owners with varying levels of road access available.

And until the riders, the manufacturers, the insurers and the authorities can sit down at the same table, "illegal use" will thrive because most the authorities have made it a lot easier to be illegal. And this is harder than it needs to be because the rego is at state levels and everything else is fragmented. )

Forget MA on this, unless it's road or competition orientated, they don't have the resources to fight the BS that the authorities put out.
