I've been doing a lot of work on this subject in Qld.....
IMO while ever Insurance runs this country with a fear of "what if....",
Those "little bitches" Feral referrred to will always find excuses to say
"YOU CAN'T!" And they are excuses...........
And ,so far, my experience, at a state Govt level, has me quite convinced that individuals will get the time of day and not much else.
Since I've become part of a incorporated body ( or two ), the powers that be are somewhat more interested in progress. 
From what I have read, the partial win in Tassie, was over 10 years in the making, and that was mainly due to the off-road community joining forces at the numerous round table meetings with the various authorities.
We're going to have a real crack at changing things up here, and I hope all that effort in Tassie can be duplicated elsewhere.
