This cop out Charleville told me he was getting a sportquad and thought he could get it but I was later told they don't really want to hand them out out, with most people out here riding stockroute's and on crown land, they fear they could be still held liable. Said they were happy with unwritten law, " We stay off the road, they stay of our back". To answer your Question where to apply try your local Queensland
government agent "Qgap"

Pro,

You get it from the Department of Transport, cost is about $115. You will need your Licence and proof of ownership of the ATV (if you don't have the original recept you can sign a Statutory Decloration stating it's yours.) You need to fill in a simple form (which they provide) and you walk out with your Licence plate (rego sticker comes in the mail)

You will need this if you are planning on going on organised rides.

Simple!

Cheers

PS: You do not require a motorbike licence for an ATV, car is fine.

You are not allowed to ride on a public road unless you have the appropriate permits. It does allow you to load and unload your ATV on the road though.
The idea behind the registration is so that organised rides done by clubs can use public roads and that the riders/ATV's have 3rd party insurance.

Do not bother getting the registration unless you plan on going on organised rides otherwise you are wasting your $$$'s

Cheers
